Context
Recent spills at sea, both in ports and on the shoreline – such as the pollution of the Peruvian coastline in 2022, the X-Press Pearl spill off Colombo (Sri Lanka), pollution in Corsica in summer 2021, the Wakashio spill in 2020, the Grande America spill, the Ulysse Virginia spill and the pollution from the Lubrizol plant in the port of Rouen in 2018 – are constant reminders of the need for technical training for decision-makers and field operators, highlighting the importance of synergy between the key response players. It is important that these players – local authorities, emergency services, ports and industry – become increasingly involved in both spill preparedness and response, and are trained to do so. Every year, Cedre thus organises numerous training sessions on spill response at sea and on the shoreline, run to IMO Level 2 standards, at its facilities and around the world, comprising theory and practice, attended by a broad range of participants.
This refresher course aims to update the knowledge acquired during these courses.

Organisation
Estimated time required: 4 hrs (modules can be paused and resumed at the same point at any time).
Prerequisites: submission of a certificate of completion of an IMO Level 2 initial training course at Cedre on "Oil spill response at sea and on the shoreline”
Teaching language: English
Format: asynchronous e-learning, except for the specialised module run as a synchronous online class (prior registration required).
The course chapters are unlocked as you progress.
Deadline: Course to be fully completed within 6 months of registration.
Aims
As a reminder, the overall objective of the training course on "Oil spill response at sea and on the shoreline", run to IMO Level 2 standards, is to provide concrete, practical knowledge of strategies, techniques and equipment for responding to oil spills in coastal areas.
This refresher course reviews all the topics addressed during the initial training course and offers trainees that chance to refresh their skills and knowledge in order to update their theoretical and practical knowledge of response strategies and techniques in case of oil spills at sea and on the shoreline.
This refresher course comprises theory modules only.
By the end of the course, participants will have refreshed and expanded their knowledge and will be capable of selecting appropriate equipment for the specific risks on their site and defining the operational tactics and procedures required for its deployment, as well as participating in the drafting of a contingency plan.
The topics addressed during the course are:
- The initial response measures to be implemented in the event of a spill
- The characteristics and behaviour of an oil spill on the water body
- Aerial observation and slick drift
- Response at sea
- Response on the shoreline
- Waste management
This refresher course also includes a virtual classroom activity on a topic to be selected from several on offer, at a date scheduled by Cedre. The aim of this activity is to address a specific topic or discover recent research projects.
Assessment/Certificates:
During this course, the trainees will revise the knowledge acquired during the initial training.
There is no end-of-course assessment, rather you will be asked questions at regular intervals: your understanding, progress and methodology will serve as continuous assessment.
A certificate of completion is issued once all the training modules have been completed, with the exception of the specialised module which will be scheduled jointly by Cedre and the trainee.
Advice
The course is to be completely individually and independently; it is self-paced, meaning that it can be paused and resumed according to your schedule.
If you have any questions (technical, administrative or learning-related issues), please contact Cedre: by email formation@cedre.fr or phone: +33 (0)2 98 33 10 10.
An assistant or engineer at Cedre will get back to you as soon as possible.
Equipment: You will require a reliable internet connection and we recommend you open a separate window, using the Chrome browser, to access the modules, ideally using headphones. We recommend using a computer rather than a tablet or smartphone.
Tools: A glossary is available. Don't hesitate to open it in a separate window so that you can regularly refer to it.
What's more, this refresher course includes access to additional resources such as Cedre Operational Guides, so don't hesitate to consult them! In addition, here is a link to Cedre's documentary collection comprising over 9,500 references: https://doc.cedre.fr/
